Becoming a Member of W.Pa. Westie Club
Membership in the West Highland White Terrier Club of Western Pennsylvania is not automatic. You must first have two sponsors from the club, then you must read this page in its entirety and complete the following application to be considered for membership.
Membership is open to all residents of Western Pennsylvania who are sincerely interested in the welfare and advancement of the West Highland White Terrier, and willing to abide by the standards of the Club.
All applicants must be sponsored by two members in good standing of the West Highland White Terrier Club of Western Pennsylvania. Sponsors MUST be from two separate households and must have been members for one (1) year. Sponsors MUST personally know the applicant.

CODE OF ETHICS
The West Highland White Terrier Club of Western Pennsylvania recognizes its responsibility to preserve and protect the West Highland White Terrier. It further recognizes that the quality and reputation of the breed rests squarely in the hands of its breeders. Therefore, as guidance both to the public & its member-breeders, the WHWTCWPA sets forth below certain standards of conduct to be followed by its members:

No member will knowingly sell any puppy to any pet shop, catalog house or any wholesale dealer in dogs or to any person who sells to pet shops, catalog houses or wholesale dealers or in any way knowingly aid or abet the sale of any West Highland White Terrier through a pet shop or catalog house.

A member-breeder will be familiar with the AKC rules governing record keeping, registration and sale and transfer of dogs, and will abide by those rules. Any warranties or other agreements pertaining to the sale of a Westie will be put in writing, with a copy provided to the buyer, seller and to the American Kennel Club.

A member selling a dog or puppy which he knows to have a physical condition or a serious deviation from the standard which indicates that the breeding of the animal would be detrimental to the welfare of the Breed will so inform the buyer, the sale will be made with an agreement in writing, signed by both buyer and seller, that the dog is not to be bred. Additional agreements pertaining to spaying or neutering of the animal are encouraged.

All breeding's will be planned and aimed at improvement of the breed. The member-breeder will be familiar with the Standard and will do everything in his power to discourage breeding from clearly inferior specimens of the breed, or to any such specimen with his stud. No dogs exhibiting a disqualifying hereditary defect, unsound temperament or poor health will be bred.

If a dog or bitch produces offspring with the same serious defect detrimental to the animal’s well-being, such as blindness, deafness, lameness or impairment of the vital functions, from litters by three different mating partners, the member owning that dog or bitch will refrain from further use of the animal for breeding.

No member-breeder will breed a bitch unless he has the time and facilities to provide proper care and attention to the physical and emotional development of puppies.

Advertising by members will be as factual as possible. Misleading exaggerations or unfounded implication of superiority will not be used.

Members will refrain from knowingly making unfair or untrue statements about the dogs or practices of others.
ENFORCEMENT
Any member having reason to believe that this Code of Ethics is being or has been violated will make a written report to the President. The President, upon receipt of such a report, will forward it tot the Board Member who lives closest to the accused. That Board Member will appoint an impartial club member in the area to assist him in an investigation of the complaint. After thorough investigation, including direct correspondence with both the complainant and the accused, the investigators will make a written report of their investigation to the President. If the President determines, on the basis of the investigation report, that the complaint has merit, he may direct the member, by registered mail, to rectify the situation within a stated time period. If the accused does not comply with the President’s directive, or if the violation is of a serious character, the matter will be turned over to the full Board of Directors for disciplinary procedures as set out in the Constitution and By-Laws of the West Highland White Terrier Club of W. PA. Any member who disagrees with any action taken under this section has the right to appeal that action to the full Board of Directors.
